Bihar - The least corrupt state in India

Bihar (along with Gujarat) was the least corrupt states in India for the year 2011. This was concluded as per the survey conducted by a famous survey agency. The list was followed by Madhya Pradesh, Rajasthan, and Uttarakhand.
Kudos to the Nitish Kumar's Governance that uplifted Bihar from a state of Lawless to a state of Flawless.
Bottom of the list is acquired by West Bengal, Tamil Nadu, Karnataka, Maharashtra, and Jharkhand. As it was obvious for Tamilnadu, Karnataka, and Maharashtra, since many of the ministers from those states were convicted last year because of their involvement in many corruption cases but I am not sure why Jharkhand and West Bengal were present in the list.
Jharkhand is the same state which was separated from Bihar because of the corruption and problems in Bihar.

I hope this year will be the year of Lokpal and we can dream of a corruption free India from Kashmir to Kerala.
